These people fax my work with all my personal debt information. Furthermore, they call the main number and say they are calling from Harris County Court, then they put a man on the phone who threatens legal action for an outstanidng balance with Cashnet.

They are most likely a collection agency. It is unlawful for them to state that they are part of any government branch, this instance would be impersonating a court official. You may want to file a complaint with the FTC and your state attorney general office.
