original debt is $4800 in 1997. Now the collection agency is asking me to pay $21000 to release the lien of my property. is that right calculation under the California Law? do i have to pay only to collection agency? or can i pay to orgianl creditor?

That's ridiculously high! I wouldn't pay anything to anyone until you get validation from the CA. I would contact the OC and see what they say, before even thinking about dealing with a CA, especially when it's quadruple the original amount.
