Maybe, CACH has hired an attorney for the collections. You can ask them to validate the debt and make sure that the payments can be sent to them.
collection agencies usually don't accept any payment arrangements because they are directed by the creditors to collect a specific amount minus their fees. If they can do some adjustments, you might have to pay at least 80% of the total. You can directly deal with the original creditor, if possible.
