I am a federal employee here in Washington State and I want to know if they can still garnish my wages after sending a wage garnishment letter to my HR office?

Yes I believe they can. The garnishment letter is a judgement from the court ordering you to pay. HR has to abide by the letter and withhold money from your paycheck to pay to the garnishee. Usually it is about 25% from your paycheck. Now the silver lining, in Washington state, the garnishment is good for 60 days before they have to refile a second garnishment. Unless the debt is paid off in one garnishment. So what you can do, is call the firm that is doing the garnishment and ask them if they will negotiate a payment plan with you. Most will do that. I am in the middle of a garnishment now that just expired. So I am working out a payment plan with the law firm.

Are you asking or telling. The garnishee could be anywhere. But if I am not mistaken, it would take a court in the jurisdiction that you live in to garnish the wages. Which would mean that you would get some legal papers from a local law firm. I live in WA state and currently experiencing a garnishment. The garnishee is Unifund which you will see their name thrown around here alot. But they have a local law firm doing the garnishment.
