I had a credit card with Chase that went bad and went to 3rd party collections. When my account went sour, I opened a new account with Washington Mutual where I've been trying to keep up good standing. Now that Chase bought Wamu, can I expect any action against my good account with Wamu?

Does Chase still own the account? Check your credit reports. If the Chase tradeline show a $0 balance and a sold/transferred to another lender, then they no longer own the account and have no standing to take action against you. On the flip side of that, not sure if Chase keeps a black list or not, but if they do and they reconcile it against the purchased WaMu accounts, then I would not expect you would be able to keep a low interest rate or get a CLI especially if the Chase tradeline is still showing on your credit reports.

Can a credit card be reactivated when the account has been closed due to late payments caused by a mortgage foreclosure? If so how?

Was the account charged off? If so, probably not. If not, pay it to a current status and they might re-open it.

I have had a good credit rating almost my entire life, always paid my debts. But I am out of work right now and slowly running out of money. I missed my last Chase CC payment with a balance of 18K. If I stop payments totally without going through bankruptcy, will Chase do a charge off of the balance or take me to court ?

If you stop paying, they most definately will charge it off...that is standard. With that high a balance, they would more than likely sue for the balance.
