can i send a debt validation letter even after i have paid the collection agency so that i can have the account completely removed.

It has no meaning of sending a DV letter to a CA after paying them-off. But you can surely send a certified mail to them for informing that you have done the last payment and you don't owe them anything. So, it will be a document for you which can help you in the future if some CA tries to collect on this debt again.

You can keep disputing it on your credit report. Usually once they are paid, they won't waste their time to keep validating it and sooner or later they will just delete it.

They have no obligation to validate a debt once it has been paid since the debt no longer exists.
