That's JCEMT's DV letter. At least, it's the one linked in his sig.
I like it, and I've been using it myself, as well as recommending it to others. I haven't given it extensive real-world testing [don't have but two accounts I need it for...], but it's working so far. Got MRS Associates to piss off, anyway.
Whiterock, send your sister this link: http://www.debtconsolidationcare.com/collection-agencies/better-struct ure.html
In a pinch, you could scribble it down for her, or read it to her over the phone. No tech skills required.

A couple of suggestions that I left out of my last post:
1 - Have her put the Certified Mail number in the letter itself. This is to establish a link between letter and envelope/CM number. I put do it like this:
| Quote: | MRS Associates Inc.
3 Executive Campus
Suite 400
Cherry Hill, NJ 08002
Via Certified Mail, #xxxx-xxxx-xxxx-xxxx-xxxx
Re: Your continued calls to [our phone number]
Dear Sirs:
... body of letter.... |
And 2 - Remind her to include the enclosure that's linked below the letter on the page I sent you [the FTC opinion letter]. Could be handy...
Of course, you'll remind her to send it CM/RRR, and all that, right?

If you need help with document conversion or the like in the future, drop me a PM. I can handle almost any PC-format file.

For my sins [which are many ], I live in Vermont. And I've worked a fourteen hour day today, so I'm likely gonna check out pretty soon.
Not to worry, though. I check in here several times a day, most days, so I'll get whatever message you send me. For forum posts, there's tons of other help available. Many of those folks are even better than me.

SOL = SOL, and consumer debt = consumer debt. Cell phone issues are nothing special. Depending on exactly what they're claiming she owes for, and exactly how your state interprets the matter, this may fall under 'written contract' for SOL purposes. But it's still nothing to stress over.
What state is your sister in? And how long ago was the last payment made on this account?
