Can a debt collector legally call you if you are on the national Do Not Call list?

The do not call list only applys to telemarketers. (Excluding charity)
Debt collectors are not telemarketers, so yes they can legally call you.
If you are getting calls from a collector, you can send them a cease and desist letter, and request that they only contact you by mail.
