This company is calling and mailing me letters about my deceased spouse's credit card debt, implying that I am responsible for paying them. I have informed them her estate has no assest, but they have not desisted.

Were you a co-signer / co-holder on the account? ie... Did you sign the application with her? If not, then there's nada that they can do about it. Send them a cease-and-desist letter, and be done with it.

I am very disapointed that anyone would pray on the sorrow of loved ones in an attempt to collect a debt that they have no right to collect.
