I received a Civil Action Hearing Notice from Dell Financial C/O Blatt, Hasenmiller, Liebsker & Moore. I am on disability and have limited resources to repay (although I tried to make arrangements in the past) or even to attend the hearing. Any suggestions? Thank you.

You need to make sure that you answer the summons. I had a case with them with the local magistrate, I was able to make arrangements with them only after the first hearing was scheduled, then they became more cooperative, they kept post poning until the debt agreement was paid. They don't care if you are on disability or not, they just want paid.
You need to answer the summons or they will get a default judgement against you. Once they schedule a hearing, they will then be more cooperative, call them once you get your hearing date and try to work something out. goodluck
