Unfortunately, Paul, they may be licensed; however, people have to check with whatever their particular state organization is that licenses CA's. In Florida, it's the Office of Financial Regulation.
I have checked, and they are currently licensed as a CA in Florida. It went into effect 12/5/2008 and expires 12/31/2009. Again, this is only for them to operate as a CA in Florida.
You should check with your own state agency to verify if they are licensed or not in your particular state. If not, then they are violating the law and you need to report them in your state.
If, however, they are violating the FDCPA, you need to report them to your state's Attorney General's office, the Florida Attorney General's office, and the Federal Trade Commission.
And it's PAINFULLY obvious, they are still violating the FDCPA. They must still be trying to "weed out" those bad employees we heard about in an earlier post.
