NCO called this morning about my husbands JC Penny card, which we have placed with T &C, but my question is isn't NCO a collection agency? Does that mean GE is not handling the account anymore???

NCO is a collection agency. JCP/GEMB may be using them as a third party. If its a recent collection then GE probably still owns the account. Easy way to find out is to call GEMB. You still might be able to work something out with them if your not too far past due. NCO now has 5 days from initial contact to send you a dunning letter. When you receive it, send them a DV request. NCO folds pretty quickly because they don't want to hassle with it. They may just send it back to GEMB. Make sure you DV w/in 30 days of receipt.
