I was the victim of ID Theft which has landed me in the Telecheck & Chexsystem databases; even though I have proven to them that I was a victim of ID Theft and that I didnt even live or work in the areas the accounts where opened in my name they refuse to remove the fradulent information from their databases and as such I cant open a bank account.

I guess you have been a victim of identity theft. Have a word with an attorney in this regard and check out how you can remove your name form the Telecheck & Chexsystem databases.
