I have reviewed the Fair Credit Reporting Act--but I am still a bit confused--

A collection agency has reviewed by credit report twice this year--once in February, and again in April.

Their inquiry is placed on the section that is viewable to everyone that accesses my report--not the section where I am the only one who sees it (i.e. pre-approved offers).

Is this legal?

Collection inquiries are very derogatory towards your credit rating. Make sure they have valid reasons to hit an inquiry. You might be denied new credit because of this inquiry. If you find out that they have wrongly reported, file a dispute and get it removed from your file.

They do have permissible purpose to pull credit if they have one of your accounts. I would dispute the inquiries with the credit bureaus to have them recoded as soft inquiries viewable by you only.
