I have recently had a bankruptcy charge-off. However, I still have hanging over my head the IRS and 2 payday loans. Can I enroll in debt consolidation and may I include these two items?

I dont think you can put Tax payments into debt consolidation.

If your IRS is not attached to any security then it can be included in the debt consolidation program. Also, you can consolidate your payday loans in the debt consolidation program.

The debt consolidation program will enable you ease repayments at lower rate of interest so that you can wipe off this debt within a short period of time.

You can register yourself free in the sign up page and get counseling from the consultant. The consultant that is handling my accounts is very skilled and professional and I am at the final stage of my debt consolidation program.

Usually, they take 24 to 48 hrs to get in touch with the applicants on working days. Since you got yourself registered today, hopefully you will hear from them within a day or two.
