There are number of threads in this forum discussing about ICS. They have multiple names of their business. Check out and you will draw your conclusions about them to be a scam.

It seems to me that anyone who wants you to send them money before they grant a loan, is too good to be true. What's the point, they're just going to give it right back to you if they did give you a $3000 loan.
So far, the only legit places I know of that may require a "deposit" are secured credit cards like Orchard Bank, etc.
Bottom line, I would stay away from anyone who requires you to send money "in order to be approved"
