Jon, if I am not wrong, are you looking for ART. If so, they are a collection agency that gets hired by some credit companies. I haven't heard about ARS. I will let you know if I can get some information about them. Stay in touch.

Associated Recovery Systems;
They are located in Rancho Cucamonga, (CA?)
They buy up "hard to collect" items, ie
credit card debts, etc. and they cal you
and call you and call you. The messages they
leave will refer to your reference number on
the collection item. If you look at such items
you may find the same reference number on your
overdue billings. Good luck!!
