Your points are tracked on this site every time you submit a post it shows your points. You can go to the paypal website to sign up for an account through them. They do not track the points. Hope this Helps!!!

We keep a track of each payment. Let me give a small example as nothing explains better than examples ,

Say you have 20,000 points; you can encash it for $200 or $400(Debt Samaritan, Moderators).

Last Encashment Set Point= 20,000

After a month your points becomes 45,000 and for encashment we will take the set point difference (45,000 - 20,000 = 25,000). You can encash $250 or $500 this time.

Last Encashment Set Point= 45,000

Simple Calculation I guess .
