I am still trying to figure out if my state (PA) allows restrictive endorsements. I have received an offer from Orchard Bank several times with restrictive endorsements, does that mean it is accepted in my state?

You can get the information on restrictive endorsement from the attorney general's office in your state. Since such issues should be known clearly, send an email to the attorney of your state and know if it's applicable in your state.

You will get the exact reply from them in a short time. Mail them on weekdays.

Restrictive endorsement is the process of adding fine print on the back of your check. Once your creditors encash this check, they are bound to follow the fine print. You can go through this thread for a detailed discussion on Restrictive Endorsement-
