Gee, they gave a normal settlement offer to those who lost homes, families, jobs, and saw their beloved city wasted due to government incompetence.

My heart just feels so warm toward this debt collector.
And if you didn't get "comish" then you didn't collect enough.
I took training at one of the better CAs (I cannot say which one due to disclosure). They were obsessed with the FDCPA and monitored calls and immediately fired anyone who violated the FDCPA. But even then, they would tell the trainees "it's *your* money that you're collecting. Don't believe any story they give you, ask them to borrow it from their families, etc..."
After collecting a certain amount in a month, then commission begins (this agency it was $5000). But the crux of the matter is that collectors are trained not to care at all about you, on top of that, with the autodialer they talk to 200 or more people every day, which can leave one jaded very fast. It is not a job for humans...
I am glad that I have always had the policy of communication with a CA in writing *only*. I will *never* talk to them on the phone.
