Can collection companies put
a request for your arrest on
behalf of the payday loan
company they are represent-
ing?

No but they will threaten it even though it is against the law to do so...

Go ahead and file complaints against them with your state AG. Making threats on arrest is illegal and violates the fdcpa. Record their phone calls after knowing the laws on whether you need to take their consent before recording or not. They will stop threatening when they come to know that you are aware of your rights and will pursue legal actions.
