Back in July the lovely 'law firm' of Weltman, weinberg and Reis sent me a 'bill' for a citibank card that was charged off almost 2 years ago. So I sent them a DV letter CMRRR and never heard anything back.
Now over the last week or so I got a call from my mom in Wisconsin (I live in Ohio) saying that WW&R and calling her cell phone looking for me about the SAME ACCOUNT.
Is that legal? Since they couldnt validate back in July they just sit on it and try again a few months later using my old address?

Per FDCPA (Fair Debt Collection Practices Act) when you request validation of a debt they are to cease collection activity until said validation is provided.

I think you should send a second letter and this time use very strong wording. Tell them not to attempt contact until they have validated, but provide them your current address info. I’m sure you don’t want them to bother your mom again. I hated that one CA called my dad a few times.
