Hold the phone... What does it mean that Ohio is a no rollover state and you cannot refinance?

Well in a previous post someone pasted ohio loan laws for me, It says that ohio is a no rollover state and you cannot refinance, I was wondering what exactly does that mean?

I believe that means that you have to pay off the pdl and can't roll it over and only make interest payments.

Most times I think the lenders get around that by making you pay off the loan and then turn right around and reloan if you can't truly pay it off.
