Arkansas is weird. The AG sent a letter to all the storefronts and made them shut down. I would imagine that means out-of-state internet lenders are illegal too, but I can't find any record of Arkansas regulators going after them.

Arkansas use to allow an internet based payday loan company to lend legally as long as it is licensed in any US State. They would need to follow the laws of the state they are licensed out of, not the state the consumer is in. But I'm not certain if this is still true, your best bet would be to contact your DFI.
