Apparently, they must be licensed in California to conduct "legal" business. Also, if the check you write or even through ACH returns then they can not prosecute you by the "bad check law". It even says so in a few store front locations. As for Payday loan yes, i personally dealt with them and i must say that i hate them! they told me that once i paid the loan i can reloan but the when i tried to they denied me, even though the payment was returned because the bank closed my account due to fraud activity (i even had the bank write a letter validating this), they still denied me and basically i was crap out of luck.
