I've been looking and looking and can't find what you are asking about. From what I understand, pdl's aren't specifically prohibited, it's just that MD has such tight ursury laws and there are no loopholes in them for the pdl's to exploit. So they don't seem to be illegal, just that the amount of interest they would be allowed to charge isn't worth it for them to operate. They can only charge 33% annually, which is a drop in the bucket for pdl's . . . . .
