in a word...NO! they are illegal in every sense of the word.

If you're talking about internet payday loans, I don't believe so. If you're talking about storefront loans, they would be legal because they have to have a license in order to have their business there.
Hop on over to the Pay Day Loan forum...I guarentee you'll find A LOT of information there. You can post questions there ~ let us know which companies you're working, how much the loans were for and also how much you've already paid
