Is PDL ventures aka High Country a legal loan company in california?

I don't think PDL ventures to be legal in California. I checked the license database of CA "http://www.corp.ca.gov/FSD/licensees/default.asp" and did not find their name. To know how to deal with illegal PDLs, you may visit the following link
