If a payday loan company is not licensed in my state and has sold the account to a collection agency, and tghe collection agency is licensed in the state of Florida. Do they have the right to collect the money even though the original creditor was not licensed in FLorida? Will I have to deal with legal reprecussions?

No. If your lender was not licensed, the collector is trying to collect on "dirty paper." Tell them the lender was unlicensed and you will not be paying them anything. If they continue to call, send them a cease and desist letter.
