They would need to follow the laws of the state they are licensed out of, not the state the consumer is in. Basically, you would need to find out where these lenders are licensed, and follow the payday loan laws they are licensed in.

I don't think Sandpoint Capital is licensed either, I beleive they are an overseas company, perhaps someone could verify that for me. I am uncertain about the others, do a check on this in the search box to see what others say about them. Also, keep checking back for more replies.
