Possibly, there is not a Check into Cash or Advance America on every corner for nothing. These CSOs are getting smarter by the minute and they are growing.

The article states that many of the areas targeted have high African-American/Latino populations. Wonder how many PDL's are located on the Indian lands, esp. as so many of the illegal PDL's "hide out" there?
