It is my understanding that Magnum Cash Advance is licensed in Deleware. I looked at the Deleware pdl laws, how is Magnum lending over the limit that is stated in the laws?

What state do you live in? How much did you borrow and how much have you paid them so far including fees and rollovers? Where you live determines what you a required to pay. They are not licensed anywhere but Delaware. Also we need this info to compare to Delawares laws too.

This is just a general question, how do they get away with loaning over the state max? I live in PA by the way

I was told by Magnum that Deleware also allows larger installment loan amounts. That is how they loan over the state max.

That is true. That is why so many of these Payday lenders have the same address in Wilmington. It is a Mail Boxes Etc. Unfortunately Pa allows the rule of the state where the lender located to apply. I ahve heard that may be changing or already has changed.
