I've been doing alot of research since I first logged onto this site. I found a law called "Electronic Funds Act"
Among many things it "prohibits requiring electronic access to an account a condition of granting credit"
And "Prohibits financial institution from requiring you to repay a loan by electronic transfer" Found info on www.ftc.gov. It also list who you can file complaints against if you feel your rights are being violated.

Yes, that's part of federal banking code called Regulation D. It's very useful info to use when trying to negotiate with pdl companies.
