I need to know if Wisconsin has any regulations on pay day Loans primarily in extensions? Also how do I recieve an answer?

I know off the top of my head that Wisconsin does not have a cap on interest rates.

WI has no protection for the borrowers. Therefore, it's not good extending the loan. You have to think about paying the lender as early as possible so that you can save money in interests and other fees.
The only guard you have is that the loan company should be licensed in WI before giving loans. Report the companies doing business in your state without their license.
