Most IRS debts can be consolidated. I know the IRS has a dept. that offers certain hardship programs to people in financial stress. Visit http://www.irs.gov/ and find a contact number. Talk to someone there and explain your situation. You might get some guidance.

You can consolidate your IRS debt. However, have you considered making payment arrangements with the IRS yourself? I know that they offered my aunt a payment plan to pay off her debt (which she eventually did).

IRS debt is kind of like medical debt; you can propose almost any payment plan and they will more than likely accept it (They are very agreeable to work with). Why pay a consolidator when you can do it on your own for free, and on your terms.
I had an IRS debt just a few years ago; I proposed $35 per month until paid in full and they accepted it with no resistance whatsoever.
