Is it illegal for the collection agency to report negative information to a credit bureau if i volunteer to pay half now and half in a month and i give them a check by phone to do so

The collection agency came into picture only when your account reached to the negative state. Your creditors might have tried to get the payments, but when they failed to recover, they hired a debt collector.
Now, when the account reaches to the collection stage and they have your file with them, they are authorized to report collections to the bureaus. However, you can negotiate with them to remove their remark in exchange of paying the account in full.

As stated they can report.Go to the credit repair section of this board and look for sticky called pay for
delete letter. Ask agency to agree to delete info in trade for last payment.You will need this in writing.Good luck
