What do you mean by 'written off'? how old is the debt? which state are your from?
You really need to elucidate your post for a definite answer. However, technically the CA can garnish your wage only after receiving a judgement against you. But that needs to be withing the SoL of your state.
Most of the time they'll not take the hassle to pull you to the court of law if the amount isn't big enough. They'll keep calling day in and day out to make you pay to them. If you hear from a collection agency regarding this debt, first send them a letter of validation of debt, VOD, and then proceed accordingly. But DON"T engage yourself to any negotiation before you receive a proper validation form them.
