I don't understand what you are saying.
Who is SHW Recovery, owners of one of your debts? It's your debt, and does not belong to your fiancee? However, your fiancee's bank account was debited, even though you have no privileges on the account?
If I understood correctly....then your fiancee needs to go to his bank and tell them that the charge on his account is a fraudulent charge.

SHW recovery is Smith Haynes and Watson, who is a collection agency for onestep cash loans from a loan in 2005, I called onestep cash and the account was put in BK. I was informed by onestep cash that I have nothing on file with them, however this collection agency states otherwise. SHW stated to me that I need to contact onestep to get my contract and it would explain how they are able to withdraw money from an account that is not mine, i recieved a contract from onestep and it does not indicate that at all. So would the best thing to do is have my fiance dispute with the bank

Unless your fiancee was a co-applicant, then they are NOT legally allowed to withdraw on account that is not yours.
