I live in Baltimore Maryland and I would like to open a freshstart account with PNC bank or BBT bank.

BB&T will not help you. They open accounts and then close them at later times. Do not trust this bank. As far as PNC, it depends on what your report says. Normally they will not approve those reported to chexsystems unless the report is an older one, it was paid and it does not show fraud
