I let a friend use my credit card for a couple of purchases back in 1998. He used numerous times and as of today has not paid me back. With interest is well over $7000.00. The last time he made a payment to me was in 2003. Can i still sue him?

Thats over ten years. Besides you LET your friend use the card and thus you legally owe the debt. Unless you have a written contract signed by your friend to agree to pay you back than there is nothing you can do.

He signed a "promisory note" in 2002. Would that help make my case?

I'm not sure, but I think you should still be able to sue him for breaking his contract with you. You would have to take him to small claims court. I see Judge Judy in your future.
