I need to seriously begin a savings plan to pay off some debt, but how do you do it on such a small budget?

Start with something very small, even $5 a week that goes into a different bank or account that you can't access very easily. FORGET that it's there to keep yourself out of it. It will grow slowly but it will grow. Add to the amount when you can.
