Sub: #1 Discover account too new to settle at 50%

I logged into my account online and they had a program offer for me to settle at 70%. I called Discover and told them I couldn't do that much and could maybe come up with 50%. They told me that my account is too new to settle at 50%, it's less than 2 years old. Do you think I could get closer to 50% if I wait or should I take the 70%? If I come up with 70% it will hurt my ability to settle other cards (Chase, Citi, Target, etc). Thanks in advance for any advice you can share.
