I found out debt settlement is illegal in Wyoming is that true?

I don't know about Wyoming specifically, but in a lot of states the debt settlement company needs to be licensed and have a bond if they are holding your money. Many of them set up accounts at other banks for their clients so that they aren't holding their money.
