i have about 90k in unsecured dept,i talked to rise above there plan is 13%charge of dept,payments of about $1,100 a month..i appreciate any opinions

If you can afford the payments, I would say go with it, if you are paying that much a month at that rate it will still take you a while to get out of debt, but at least you will be working toward debt freedom. I wish you luck and keep us updated. thanks for sharing and welcome to the forums.
