If you are talking about a cash collateral loan there are a lot of places out there who do those but unfortunately they will still run a credit check and possibly deny you credit even with your savings account as collateral.

At 'my' bank, it doesn't matter whether you have good or bad credit, if you have enough ( I think it's $500.00), you can gt a loan using your Savings account as 'collateral'. I did that once.
