When calling credit card companies to try to negotiate rates, payments, etc. who did I ask to speak with? I know that the original person who answers, usually someone I can't understand, only has so much authority. Who do I talk to so I don't have to tell my story 12 times??

I would ask for a supervisor that is authorized to handle offers of settlements and try to only deal with that person. Make sure you document everything and the person's name so you have record of it.
