Hello,
I'm trying to reach a live person at the phone number stated. When are counselors most likely available? are there office hours or is it strictly voicemail.

I am not really sure, you may want to pm one of the moderators and ask them through a personal message, hopefully one of them will answer you.
You can also post your issues here on the forum and other members will come along and try to help you out. You can get some pretty good guidance here, seems there is about every possible situation here and the people here are not afraid to lay it all out there to help another forum member.
Hopefully someone will come along soon and answer you, but I would try to pm a moderator and see if you can get an answer there quicker. Goodluck.
