And are these debts credit card or pay day loans,etc? If you signed up for the free crdit counseling, someone from your area will contact you, based on your needs, and you can discuss options you may have with them. What kind of debts do you have?
A counselor is referred in your area for the free quote. Get your account statements and other details that you want to discuss with him. He should be able to set up an easy plan for you in the debt settlement program.
You want to discuss about your situation, feel free to ask in the community.
