Most of them do allow it, but I think there are four that don't for unsecured debt: Pennsylvania, North Carolina, South Carolina, and Texas. There are some others that have limits regarding garnishments.

I am in PA and I just had to settle a credit card for WAMU through Paramount Recovery Services and if I didn't they said they would garnish my wages and my husbands. Did I get thrown a curve ball??

Pennsylvania is a non-garnishment state. Sorry but they lied. You can`t have your wages garnished in PA. Unless it is tax debt of course .
