I have recieved a Stipulation of Discontinuance without prejudice. What do I need to file to the court to try and get the court to change the Discontinuance to "with prejudice"? Also the collection firm still has one of my bank accounts frozen after the judge said to release them after he vacanted the default judgement and the firm mistakenly sent me personal info on someone else they had in a different court. Can I file for attorney fees if I am ProSe? Thanks!

I don't know where you live, but if you have a legal aid volunteer group in town (often known as "legal aid" or "legal aid society"), go see them. They are there to help people who can't afford an attorney. I am sure they can be helpful, even if it is just to explain things.
